Let the rice simmer for about 18-20 minutes, or until all of the water has been absorbed and the rice is tender. 8. When the fish is cooked, remove the skillet from the heat. Sprinkle the chopped parsley and cilantro over the fish and sauce. 9. Fluff the cooked rice with a fork and stir in the chopped parsley and cilantro. 10.
